The question is , what if we meet all requirements for part 103?
We are very close.

Probably not. Does your LTA aircraft meet the requirements of FAR Part 103?
I.e weighs less than 254 pounds, only carries one person, and has a fuel
capacity of 5 or less gallons? If not then it's not a part 103 Ultralight.

Ordinarily, LTA aircraft are certified under FAR Part 31 and the pilots who
fly them certified under FAR Part 61.
