Ken,

The real goal is to build a new airship industry. The goal as
it related to Helios' position in this industry is attached.

This definition will change as we transition now, but I'll do my best
to make this clear. Don't hold me to any of this for more than 2 weeks.

Helios' board decided that it would act as a broker/dealer for any
airship company it signed an agreement with. The airship company
would refer it's leads/clients to Helios. Helios would arrange
sale or lease AND insurance to the buyer of that airship.
This was done to protect start-up airship manufacturers from
getting sued and dying on the vine.

The sale price would include a 5-15% comission. Helios would
give the purchasing funds to the airship company less the comission.
Upon completion of the airship, Helios would operate that ship
for the customer for a fee. The monthly fee would include staff,
maintenance, support, and insurance. If facilities needed to be built,
Helios would also contract out that work for the customer.

This is known as a "single point of contact broker". Most people call it
account management. In order to promote it's suppliers
(i.e. AAsAs, LTAS, StrataTek, etc.)Helios would build the
first ship and a few others itself with the help of the manufacturers
whose technologies it wanted to showcase. Helios would own the ships,
and lend them out to the manufacturers for demonstrations.
