Exactly. I was referring to legality...legally unable to be claimed, and
consequently colonization is delayed, if not avoided.
Myself, I have been interested in the possibility of colonizing the
earth.
With 75% of our planet unused, and even an unpopulated continent (!)
available, it seems more reasonable to colonize the rest of the earth
before we leave for other worlds. In the meantime, learning to live in
such "alien" environments as Antarctica and on/under the sea would
help us devlop the life support technologies needed to colonize the
moon, mars (perhaps even terraforming this one), jupiter's moons, etc.
